<description>&lt;p&gt;There is a very simple solution to this issue.

Require that all bars and resturants post prominent signs either smoking or no smoking. That ends the confusion as well.

That way private property rights are preserved, and freedom of choice is preserved.&lt;/p&gt;</description>
