<description>&lt;p&gt;Here&apos;s the thing about the HOV lane. It was designed to reward those who were taking one car when they could be taking two or more. So, really, it should be that you have to have two licensed drivers in the car.  Now I could see how one person, taking other people&apos;s kids could save those other people from also having to drive... but a fetus? Clearly it&apos;s not driving (can&apos;t see over the sterring wheel!), nor is it keeping someone else off the road. &lt;/p&gt;</description>
