Instead of attacking the non-native English speakers, perhaps a more intelligent approach would be to help the person out. Or, perhaps Friendswood should create legislation that would address the situation of education and not try to put a discriminatory patch on the real problem. This City policy would not be a preventative "safeguard" for a situation that is occurring throughout this Nation. Texas is a Minority state, how about learn to embrace that; create universal health care, improve education in schools, and create a living wage. So, Friendswood and oh dear City Council members, address that issue. Even then could not you justify this blatant policy that is entirely based on discrimination.

If we are going to make the official language English, we should also teach many Americans how to speak it properly. "He come out and come up and stood right there.." That's like white ebonics. I don't even know how to interpret that. He come out from where, then how did he go up. Was he wearing a jet fuel pack on his back? But if he didn't come up and then come down again, how was it that he come up and stood right there? Damn. Now my brain stopped working, again.
