<description>&lt;p&gt;Instead of attacking the non-native English speakers, perhaps a more intelligent approach would be to help the person out.  Or, perhaps Friendswood should create legislation that would address the situation of education and not try to put a discriminatory patch on the real problem.

This City policy would not be a preventative &quot;safeguard&quot; for a situation that is occurring throughout this Nation.  Texas is a Minority state, how about learn to embrace that; create universal health care, improve education in schools, and create a living wage.  So, Friendswood and oh dear City Council members, address that issue.  Even then could not you justify this blatant policy that is entirely based on discrimination.&lt;/p&gt;</description>

I don&apos;t even know how to interpret that.  He come out from where, then how did he go up.  Was he wearing a jet fuel pack on his back?  But if he didn&apos;t come up and then come down again, how was it that he come up and stood right there?  Damn.  Now my brain stopped working, again. &lt;/p&gt;</description>
