The unfunded liability was $1.9 BILLION, not million. For whatever reason, the mayor has ignored requests from HMEPS to meet and work on a compromise re the earlier agreement on funding levels that the mayor now proposes to renege on. That's a pretty key part of the story to omit in your rewrite.</p>
