Normally, Houstonist would call shenanigans on a shot like this, assuming it was a computer graphic or a repost of a NASA image, but in this case, we know this photographer. Yes, that's Saturn as seen through a high dollar telescope at the George Observatory in Brazos Bend State Park. This shot was taken using a technique known as digiscoping.

I can vouch for this - I've seen Saturn through the George's telescope, and it looks so cartoonish you almost want to accuse them of drawing it on the lens. It's absolutely amazing to see in person - but I had no idea you could get a photo. So cool.
