The Chronicle is reporting that ex-Enron CEO Jeff Skilling was arrested and accused of public intoxication in Dallas earlier this month — but he won't go to jail for violating the terms of his bond. Skilling was arrested in the early morning of Sept. 9 in the 3600 block of McKinney Avenue; he wasn't drinking at the time and didn't resist arrest. Public intoxication, a Class C misdemeanor, carries a fine of up to $500; Skilling got a $385 ticket and was briefly held in a city jail.

Seems we're never in the right place at the right time — yesterday, for example, we weren't downtown when the egg-hurling City Council groupie Robert Horton let another egg fly, missing Mayor Bill White while the mayor was talking about ways to ease city traffic.

Details are starting to come out about HPD's new chase policy, which bars officers from chasing minor traffic offenders who refuse to stop and gives them the option of chasing major offenders, according to the Chronicle. More than two dozen local middle and high school students were arrested today while protesting changes in U.S. immigration law. It happened on South Post Oak near Gasmer when police tried to round up about 80 students from Madison High School and Dowling Middle School. The city has finally chosen a company to run its red-light camera system: American Traffic Solutions, which runs similar systems in cities including New York, Seattle and Philadelphia. HPD recommended American Traffic Solutions to City Council yesterday, and the police department will draft a contract with the company during the next month for Council approval.
