Spring is springing which means that Festival time in Houston is ramping up, people. This weekend saw the official launch of Discovery Green and the recurrence of the Westheimer Block Party; more on these in a second. Next weekend brings us the International Festival and others. When you think of block parties, you usually thing of a cul-de-sac in a suburban neighborhood with hot dogs, red and white checkered table clothed over folding tables, annoying neighbors drinking their Miller Lite while they scream at their kids.
